Leviticus 17:11-13

¹¹ For the life of the creature is in the blood, and I have given it to you on the altar to make atonement for your lives—for it is the blood that makes atonement because of the life. ¹² Therefore I have said to Bnei-Yisrael: No person among you may eat blood, nor may any outsider dwelling among you eat blood.

¹³ “Any person from Bnei-Yisrael, or from the outsiders dwelling among them, who hunts as game any animal or bird that may be eaten, must drain its blood and cover it with dust.
